The first-person narrator is 17-year-old Ember Miller. She and her love interest Chase Jennings escaped from the Federal Bureau of Reformation in the first book, and have now joined the underground Resistance. In this second book, Ember is falsely labeled a sniper by the government. She and her friends try to survive and join with others.
